In certain instances, I have noticed that the LED on the Otii is blinking while I am taking a current measurement. What is the meaning of that? It seems to be supplying power still.

If the LED is flashing quickly, then Otii Arc has opened the relay due to over-current or high temperature. Then supply is off.
If the LED is flashing more slowly, then you have the project settings window opened.
This is useful when you have several Otii Arcs connected with the same name, and you want to know which one is which. Open project setting and check which Otii Arc that starts flashing with the LED.
So, in your case, this meant that you had the project settings window opened.
