How does the premium license work with multiple users in with in a company? Will we have to get a premium license per user or is the license server setup so that multiple people in a company can check out the license when it is available?

Currently, and for the foreseeable future, a license is bound to a specific account. In your case I would recommend creating an account and putting all your company licenses on that account. Then you can share the licenses. You can use as many computers as you have licenses simultaneously. So if you have 3 premium licenses, you can for example have it installed on 10 computers. And use 7 standard and 3 premium at the same time.
